What it means
MS90 is the code for silence: not the speeding, but the unanswered question of who was driving. It is a flat 6 where the speeding it shadows would usually have been 3, and it survives the underlying allegation, which lapses on its own clock while the failure to answer stands alone. No course reaches it, and the only softening is the ordinary guilty plea reduction. It is the one entry a person can collect without ever having driven the car.
