What it means
NE97 is the bookkeeping code of the set: it records disqualification states rather than an offence. The list's two sentences decode cleanly at s. 26 RTOA 1988: the on-going reduction is the credit rule, any interim time served is deducted from the disqualification later imposed under s. 34 or s. 35, s. 26(12); and the six-month limb is the lapse rule, an interim order dies of itself six months after it is made, s. 26(4). No points, and the list gives no retention period for NE codes.
Points and how long it stays
The NE codes are the register's other tier: no penalty points, because the entry is not an endorsement at all but the record of a disqualification. The current gov.uk list carries four. NE96 is child maintenance enforcement, ss. 39A and 40B Child Support Act 1991; NE97 records interim-disqualification states, the s. 26 RTOA 1988 procedure; NE98 is the court's general power to disqualify for a non-endorsable offence, the anti-social behaviour route; NE99 gives effect in Great Britain to bans from Northern Ireland or the Isle of Man, while bans from the Republic of Ireland run under the MR codes at /fines/codes. DVLA shows the entries to the driver and to third parties such as insurers and the police. The list names no retention period for NE codes, and any disqualification of 56 days or more means renewing the licence, for a fee, once the ban ends.
The usual route
No ticket; the entry records a court disqualification, typically the interim kind imposed between conviction and sentence, the s. 26 Road Traffic Offenders Act 1988 procedure.
If it goes to court
An interim disqualification holds the driver off the road while sentencing waits, and s. 26 gives it two exits: time served comes off the final ban, s. 26(12), and the order lapses of itself after six months if sentence has not followed, s. 26(4).
